In Lincoln, Planning and Zoning are intertwined with each other.
Planning: The Planning Commission, along with help from the Addison County Regional Planning Commission, creates and updates the Town Plan and Zoning Regulations. These regulations help to assure that the Town develops in a way that maintains our natural beauty and viewshed, while allowing for controlled growth. The Zoning Regulations and Town Plan inform and guide how Zoning is implemented and enforced.
Zoning: The Zoning function is to ensure that the Zoning Regulations are followed. Zoning has two aspects:
The Zoning Administrator receives permit applications, administers, and enforces the Zoning/Subdivision Regulations.
The Development Review Board is a quasi-judicial board that hears applications for unique situations, such as conditional use, waivers, or subdivisions, as well as appeals of the decisions of the Zoning Administrator.
