FY27 Draft Budget

Understanding the Municipal Budget Process in Vermont

Each year, the Town prepares a proposed budget for the upcoming fiscal year (July 1 – June 30). This budget outlines how local tax dollars will be spent to provide services such as roads, public safety, administration, and community programs.


Public participation is an important part of this process.

1. Budget Development
Town staff and department heads begin preparing budget requests in the fall. These requests reflect operational needs, contractual obligations, capital improvements, and anticipated changes in services or costs.
The Selectboard reviews the requests over several public meetings, asks questions, and makes adjustments to ensure the budget is fiscally responsible and aligned with community priorities.
2. Public Review and Input

Selectboard budget discussions are held during warned public meetings. Residents are encouraged to attend, ask questions, and provide input throughout the process. Meeting agendas and draft budgets are posted in advance.
As the budget takes shape, additional opportunities for public comment may be offered, including:
•            Selectboard meetings
•            Informational meetings
•            Written comments submitted to the Town Office or by email
3. Warning and Town Meeting
Once finalized by the Selectboard, the proposed budget is included in the Town Meeting warning. The budget is then presented to voters for approval at Town Meeting (either by floor vote (March 2026) or Australian ballot (if the article passes).
Supporting materials, including the Town Report, are made available prior to Town Meeting so voters can review the budget in advance.
4. Voter Decision
Voters ultimately approve or reject the proposed budget. If approved, the budget becomes the spending plan for the next fiscal year. If not approved, the Selectboard revises the budget and brings it back to the voters.
5. Ongoing Transparency
Throughout the fiscal year, the Town monitors expenditures and provides regular financial updates at public meetings. Financial reports and audits are available for public review.
